AEC Group is a national leader in delivering economic, financial, and strategic advisory services across Australia. AEC was commissioned by the Redland City Council in May 2024 to undertake an analysis of Hotel Accommodation Investment. The Council’s brief was for AEC to assess the attractiveness of Redlands Coast as a location for hotel/accommodation investment, identify any existing barriers, and any opportunities and incentives that the Council could consider enhancing to attract operators.
AEC commissioned MasterPlan to support the study by identifying existing barriers to hotel development under the local regulatory environment and to review the opportunities and incentives that could be delivered through changes to the Redlands City Plan.
Key recommendations from MasterPlan’s November 2024 report included broadening opportunities for hotel development by enabling code assessable development in the Tourism Accommodation Zone, rezoning additional land for tourist accommodation development on North Stradbroke Island, detailed precinct planning for Cleveland and Capalaba and increased height thresholds and reduced parking requirements. A key recommendation was that the Council explore the options of either preparing an amendment to the City Plan or a temporary local planning instrument, to facilitate major accommodation hotel development.
