M22 Consulting Group engaged MasterPlan to conduct high-level planning due diligence on the Balnagowan and Elgalla estates on Queensland’s Capricorn Coast, including planning framework reviews, spatial constraints, development principles, and approval pathways.
Investigations identified potential for an eco-tourism resort across 300–1,800 hectares of the 10,885-hectare site.
The proposed vision was for an integrated ecotourism and adventure tourism destination, delivering leading interpretation and experiences that celebrate and support the maintenance, protection and nurturing of the diverse ecosystems and coastal landscapes of the land.
MasterPlan identified that the property is highly impacted by several State and Local planning constraints, which reduce the potential development area. Development would require complex approvals across multiple government levels. For these reasons, we advised our client to seek that the project be declared a Coordinated Project for evaluation by Queensland’s Coordinator General.
